This article demonstrates the crucial importance of the French National Institute for Research in Computer Science and Control (INRIA) in Internet history at a national and European level, at a time when the « network of networks» was still not appropriated by the general public. At a first stage, its role is very much connected to individual actions of researchers, experts, and scientific players. The part played by informal processes and individual initiatives shows the blurred borders between the world of producers of innovations and that of “users”, and also the many creative tensions which ran across the INRIA.
