The breakthrough of mass media occurred later in Germany than in France or Great Britain. From the 1880s on, however, the media in Germany gained an unprecedented dynamic, in some respects even surpassing the Western European countries. This had considerable – though rarely marked - effects for Germany’s political development. Because of the outstanding position the monarchy had within the political landscape of the German Empire participatory expectations, which were raised by the media, focused to a considerable degree on the German Emperor. But not only was the political development effected by the clash of an authoritarian political system and modern mass media but also the development of political journalism in Germany. This article correlates both phenomena and discusses the German Emperor Wilhelm II as a ‘media monarch’ and ‘communicator’. DrapeauFrancais
